6-story apartment building planned for Bloomington's north side

A local developer plans to build another six-story apartment building just west of the Indiana University football stadium.

The structure, proposed for the south side of 19th Street between North Grant and North Dunn streets, would have 75 apartments and nearly 4,900 square feet of commercial space.

Thirty of the apartments would have three bedrooms. University Properties, which does business as Varsity Properties, also is planning 113 vehicle and 32 bicycle parking spaces, according to plans filed with the city. Vehicle parking is planned for a basement level and the first floor.

City planners expect construction to begin in November and be completed in August 2024. Strauser Construction is the contractor.

University Properties also is building a similar six-story building on the street's north side. That project is expected to be completed by summer 2023.

Tommy Guthrie, managing member of University Properties, said the new structure would fit well into the developer's existing footprint, which includes other west-of-stadium properties marketed through livebythestadium.com.

"That’s where we’ve been focused for years,” he said.

Guthrie said he could not yet talk about building costs and monthly rents, but they will likely be market rate. University Properties is earning affordable housing incentives by paying into the city’s housing development fund, which will be used to support affordability for owner-occupied housing and rental housing across the city.

Planners project the payment into the fund will be near $420,000.

The building height is not to exceed 75 feet. The structure will include nearly 2,400 square feet of retail space on the ground floor along Dunn Street and nearly 2,500 square feet of office space on the ground and second floors along 19th Street. The developer plans to use the second floor office space as a leasing office.

The project will be on four parcels that currently house Touchdown Terrace multifamily apartment units with 30 bedrooms and two single-family homes.

On Thursday afternoon, workers were busy on the north side of 19th Street, erecting a 105-unit complex that Guthrie expects to be completed next summer.

According to plans filed with the city, the new project on the south side of 19th Street will include community/amenity space, an outdoor terrace and patio space. The exterior will feature materials including brick veneer, metal panels and fiber cement siding. Plans also indicate that “many” units will include balconies that will add “visual interest and activity” along 19th and Dunn streets.

The project this week received unanimous support from the Bloomington Plan Commission. While some commissioners voiced concerns about the ideal placement of loading and drop-off zones, they generally liked the development because it offered student housing close to campus.

Commissioner Jillian Kinzie said she liked especially the plans for a continuous sidewalk along 19th Street, because she said she sees people walking in the street there all the time. The sidewalks would increase safety, she said, and prompt more people to walk to campus.

Plan Commission President Brad Wisler agreed.

“There’s a lot to like here,” he said.

The city’s long-term plan calls for student-oriented housing to be directed away from downtown and nearer to the IU campus.
